Someone might find this useful:

To keep your character from leveling higher for any reason, follow these steps:

  • For the Horde faction:
    1. Go to the Hall of the Brave, Valley of Honor in Orgrimmar.
    2. Look for and talk to Slahtz.
    3. For 10 he will put a hold on all experience points earned. You can enable your experience again by seeing Slahtz and paying another 10.
  • For the Alliance faction:
    1. Go to the War Room, Stormwind Keep in Stormwind City.
    2. Look for and talk to Behsten.
    3. For 10 he will put a hold on all experience points earned. You can enable your experience again by seeing Behsten and paying another 10.
    4. however, locking your experience will put you in a different battlegrounds bracket!

I'm not sure what #4 means?
So starting at level 10 you can participate in battle grounds, instanced PvP zones designed for a set number of players. As you level up more battlegrounds will be unlocked. Joining a BG is almost the same as joining the dungeon queue. BG queues are divided into level brackets of ten. So, the first brackets includes levels 10-19, then 20-29, and so on. The game will find players looking for that BG and when the slots are full everyone gets loaded in.

If your experience is locked then you will go into a separate queue with other players that have locked experience. The main reason for this is twinking... players will get a toon to a certain level, usually ending with 9 (19, 29, etc), so they can do BGs in that bracket without leveling up. This also allows them to spend time getting the best gear possible for that level. If you were compete against these players with a regular toon it would be very ugly.

Once upon a time the BGs didn't grant experience and twinks became a problem. Adding XP made them level up and more or less solved the problem. Adding the XP lock system brought them back but made it fair.
